Formal authority and functional control are not the same thing.

A person may retain the official right to decide while losing access to the information, timing, resources, or intervention mechanisms required to make that authority real.

Control can migrate toward whoever shapes the available options, controls the information flow, determines the timing, or defines the acceptable interpretation of events.

The organizational chart may remain unchanged.

The decision architecture has not.
